Try to reset the project on your BOINC client.
If it doesn't solve the problem : Did you have problems domwloading workunits or the binary ?

        Thank you.

Resetting project did not work. Nothing happened..
(upload/download to other projects has been working.)
Manually set preferences to allow more network - additional work buffer still nothing.
(strooped work from other active project to allow download to Malaria Control)

        Did a ping - OK
        Here is:

            Ah-Hah...
            I saw a 'new' message:
            2/17/2012 5:34:45 PM | malariacontrol.net | This computer has finished a daily quota of 16 tasks)

Then at 10PM - about 12 hours from the last posting,
The dam broke and 44 wu were downloaded...

            2/17/2012 10:29:20 PM | malariacontrol.net | Scheduler request completed: got 44 new tasks

            -----
            So.
            The altered question is:
What preference (if any) controls the daily quota?

            Thanks,
            Jay.

              So.
              The altered question is:
What preference (if any) controls the daily quota?

The daily quota for each application type is controlled by the server based on the computer's recent task completion history (each validated task doubles the daily quota for that application type up to the maximum allowed by the project; each failure decreases it by 1). Each of the download errors would have lowered your quota.

The message is generated when your computer has reached its daily quota of tasks for all of the application types it's allowed to run (it isn't strictly accurate because the quota of 16 is for one application type rather than sum of all).

The current daily quota for any host can be seen by clicking the application details link on the host detail page.
