I have a quad-core 3.00 GHz Xeon machine with malariacontrol set to 25% resource usage. BOINC is set to "Run always" and "Network activity always available." There should be plenty of horsepower for malariacontrol work units, but when the BOINC client requests new tasks for CPU, it gets an error message from the server: "(won't finish in time) BOINC run 99.9% of time, computation enabled 97.8% of that" and no work is downloaded.

Any ideas? TIA.

Were you getting work and then it stopped ?

What are the other projects ?

What version boinc client ?

Have you tried a project reset ?

Have you restarted the computer ?

Post part of your log showing the error and surrounding messages.

What is the long term debt of all projects ?

Have you enough work on the system already that any further work will cause it problems meeting all requirements?

I agree with the others here it is probably your other Projects, like Climate Prediction, taking all your crunching time with their deadlines, making Malaria not get any work right now. Boinc is not a very good scheduler in the short term, it can take a while for it to even out and be on your 25% schedule for Malaria. In the short term that means that Malaria will build up Long Term Debt meaning it owes Malaria some crunching time and then some other project won't get units but Malaria will. To confirm this go into your Boinc, Data directory and open the file client_state.xml with Notepad, on a Windows machine, and if you go down to the Projects tab, you will see 2 lines like this:
<short_term_debt>0.000000</short_term_debt>
<long_term_debt>0.000000</long_term_debt>

As you can see mine are zero, that is because I am running only 1 project on this machine. Yours should have multiple project sections, one for each project on the machine, and under the Malaria one you will see the short and long term debts. It is best to leave this alone and let Boinc do its own thing and it WILL work itself out. If you feel the need to make some changes please come back here FIRST and we can give you some advice on how best to do that. Changing things now can make you miss deadlines elsewhere and then you will have been crunching for nothing!!

A couple of things to think about:

Lots of people use their computers differently over the holidays (turning it off for longer periods or using it more intensely by say, playing more games or editing those holiday photos/videos). If there has been dramatically less cpu time available to BOINC over the past week it may legitimately think it can't handle any more tasks right now. Another week or so of the usual, pre-holiday usage pattern and BOINC should return to it's old fetch pattern.

There is a known bug in BOINC 6.6.36 affecting work fetch that gives the "won't finish in time" message. If this is the version you are using resetting the project or zeroing out the debts may get you a few tasks but I think the only permanent solution is to upgrade. Perhaps Krunchin-Keith can confirm this.
